This work is the second volume of a planned three-volume series dealing with long-term plans for the future of the Graz-Maribor urban area, in which three Styrian and three Slovenian regions are being examined in detail at the NUTS 3 level. This second volume examines various legal and political structures at the European, national and regional level, on one hand concerning land development in each country, but also with regard to cross-border development processes. The volume includes concrete examples of similar situations of "overcoming the border" in North and West Europe that have been successful by means of regional foresight in cross-border questions, as well as a detailed depiction of methods for generating pictures of future developments. Three concrete European framework scenarios, namely the success of global markets, the cultural heritage of Europe, and European self-sustainability, conclude the volume. These three scenarios will form the focal point of volume three, Die Zukunft Denken, in which these three main scenarios will be described within the most important parameters, people-ecology-economy.
