The Question of Intervention: Statements by the Secretary-General

In many of today's conflicts, civilians have become the main targets of violence. The question of intervention has become quite a debatable subject because of the respect for sovereignty of states as dictated by the UN Charter. This publication contains statements delivered by the Secretary-General of the United Nations, Kofi Annan, between June 1998 and Octo ber 1999, on the subject of intervention.
