Twenty years ago a killer with a unique and horrific signature terrorized the city. His cooling off period between murders halved each time, the police desperately trying to catch him. After eight murders he stopped. Why? Because he died, or was incarcerated for another offense, or moved away, or what? Serial killers do not stop of their own volition. Correct?
