The Responsibility to Protect implies a responsibility of the international community to protect people from serious human rights violations.The R2P debate can be seen as part of a fundamental debate around changing norms and rules in a less Western and fast changing multipolar world, influenced in a higher degree by the Global South. This paper uses the foreign policy culture approach to examine fundamental attitudes and views of India and South Africa on key principles, rules and norms of the responsibility to protect, which are at the same time essential ingredients of the international order.
