Public Health and Urban Development: The Plague in Surat

The short-lived outbreak of pneumonic plague on Surat in 1994 created panic not only in India but throughout the world. This book suggests that the outbreak of the plague was in fact a symptom of: a socio-political disease related to the value system of the populace; the lop-sided nature of development, the state of the public health system in India; and a general crisis of governance.
