The police commissioner serving at the Grand Chatelet fortress, Nicolas Delamare (1639-1722), whose social background and level of education did not prepare him for this job, created (though it was not one of his official responsibilities) a theoretical work intended to establish the legal basis for the police, "a major component of public law".
