Synopsis
The connection between "security" and "space" exhibits interdependencies that have so far been insufficiently discussed and understood. Markus Hesse examines the role of space policy from the perspective of security policy. The socially constructed concept of "security," its political content, and its strategies, is the subject of intense debate in academia and politics. Hesse contributes to this debate on the extent of enlargement and argues for a renewed definition of the concept of security. The author then turns to European space policy and analyzes how the European Space Agency and the European Union can implement a common, coherent space and security policy and thus ensure greater security. The security policy aspects of European space policy are complex: On the one hand, space applications, such as the case studies Galileo, Global Monitoring for Environment and Security (GMES), and Space Situational Awareness (SSA), can make a significant contribution to EU security policy. On the other hand, the increasing dependence on critical space infrastructure simultaneously leads to greater insecurity.
