*Elementary Political Economy* was Cannan's first book, which went through three editions, the 1903 edition being the last Cannan worked on. It is divided into three parts, General Material Welfare, Individual Welfare under Private Property and The Promotion of Public Welfare by the State. In this book Cannan defines the purpose of political economy and illustrates the 'elementary' parts of political economy. Influenced by the historical approach to political economy, Cannan was most concerned with the material welfare of individual human beings. In *The History of Local Rates in Britain* Cannan displays a deep understanding of local government and its history.
